  Ok, so ive set the upload image file limits to
width="620" height="380" in UE4 upload wizard

the upload behavior does not have a way of setting file size limits. The setting you are referring to is the resize setting.

Once uploaded, the file will be resized by the server to the 620x380 size you specify.

the problem is that the upload is not completing. The upload status is 0. When the status is 0, none of the other variables will be set because there was no file uploaded for them to get values from.

try turning on error reporting, it may be that a php error is occurring:

php:
<?php
error_reporting
(E_ALL);
ini_set('display_errors','on');
?>

one issue i see on your p[age is that you have named both the form and the file tag "PropPic". you should always use unique names.

another thing to try that may help us determine the problem is to add a var_dump of the files collection:

php:
<?php
echo("<pre>");
var_dump($_FILES);
echo(
"</pre>");
?>

this may tell us what is going wrong.
