Show Region Access Rule

Been failing miserably to setup a Show Region using SA's access rules.

I have a repeating table populating with 2 or more records each containing a single image.

I have a button assigned to each image against which i wish to apply a show region rule.

I have one condition, where the 'value' and 'compare to' values are taken from two recordsets.

When executed...

Whilst both values do not match, I want to use the rule to show a region.
I want the rule to hide the same region, if the values match

Currently, the rule is not showing my target reqion for all records, which is not the expected result.

I know for sure which record I'll get a match as the variables in my condition are returning the same value from the recordset

Attached is the rule manager screenshot, plus the page taken from.

Any ideas where im going wrong please?
