It looks like it is the spry menu that is causing the problem on the page.

Since it is a template based page, go into the template and comment the spry menu initialization code:

<!--<script type="text/javascript">
var MenuBar1 = new Spry.Widget.MenuBar("MenuBar1", {imgRight:"/SpryAssets/SpryMenuBarRightHover.gif"});
</script>-->

when you save the template you will prompted to update all pages based on the template, answer no.

now open the 2012_National.php page, and go to Modify -> Templates -> Current page.

now you should be able to update the map.

after updating the map, uncomment the men code in the template:

<script type="text/javascript">
var MenuBar1 = new Spry.Widget.MenuBar("MenuBar1", {imgRight:"/SpryAssets/SpryMenuBarRightHover.gif"});
</script>

answer no again when prompted to update all pages, then force the 2012_National.php page to enable the menu on that page again.
