Restrict Page Access Error

I have created an admin back end to my site, which works fine on all pages but one.

When a user clicks the admin link, they should be directed to login or the admin cp depending on if they have already logged in.

The issue is that if a user has not logged in already, the page does not redirect them to login. Instead I just get a blank page. (As Seen in screen shot)

I know I have implemented the system (Admin/User Levels) correctly as I have made it work on all other pages and done it many times in the past.

I think its an issue with the code on the page somehow but do not know what.

How do I fix this?
