PowerCMS setup needed

I have a large project coming up, soon. I will be focusing on the redesigning of a very large website that consist in rolling over now separate 27 departments into 1 look-n-feel site. When completed my client wants a user-friendly CMS.

I am taking bids now, Monday, Feb 01, to include the cost of this project into my proposal that will be submitted Thursday, Feb 04.

My client is running Windows2003 server. I will be creating the site with as php in DW. The redesigning will probably take 4 weeks, there about, then the implementation of the CMS should start.

I need to start collaborating with someone ASAP.

There's other php work to be done as well.
