failing 'Show Region' on download page

I've set a Show Region on my download page.

It uses a rule created in Security Assist where some selected text will only show if the logged in users download count is => 7

Unfortunately it still shows when the users hits 7+ downloads. Not desired result
I've a similar Show Region that triggers on a similar rule set in Secirity Assist to display the download button until the logged users download count hits 7 - again this does not work either. Not a desired result.

If anyone can offer any advice and save to cluttering this post with too many lines of code, let me know what would be useful and i'll post on request.

How did you set up the rule? It sounds like it must have a mistake in it if the download count is maintained properly.
