How to setup tax for 1 state using ecart object? Need detailed instructions

Anyone have detailed instructions on how to setup taxes using th ecart object for ecart, not the wizard.
I would need very step cause I cant figure this out or how to setup the trigger. Help would be greatly apprecaited. Sam
