New Database Connection: Unknown Error

Hey all I'm trying to create a new database connection and every time I do I get an unknown error. I am setting up exactly like it is on another site on the same server and can't figure out what's up. Any help would be greatly appreciated.

Make sure you have WAMP or XAMPP running. Also, if you have a .htaccess file saved in your local folder, rename it to htaccess.txt and then try connecting again as the presence of this file locally can cause the unknown error message.

If these are to be enabled with PHP. I am already using this server to with Dreamweaver and WA it's when I'm trying to setup a new connection on another web site. Point is nothing needs to be installed...
