Error: 15005 "transaction cannot be processed."

Error: 15005 "transaction cannot be processed."

Can anyone tell me what this error message means? Does this mean that the credit card was declined? I'm using web site payments pro as my payment processor.

Processor Decline

This transaction cannot be processed.

The transaction was declined by the issuing bank, not PayPal. The merchant should attempt another card.  




The transaction was declined by the bank. could be a bad cvv value, bad billing address, bad expiration date or other cause.
