Site New Site Assist Professional error?

Operating System
Windows 7 Pro
Dreamweaver CS4
Site Assist Pro 107

When I try to create a new Site Assist Proffesional site, I only see Modify Site
So I delete the current site and try again, then I see the New Site Proffesional Site menu
But selecting this Dreamweaver states
You must create a site before using the Site Assist Professional site wizard
create a new site by accessing Site -Manage site.,
I have not seen this when running in my older desktop on XP OS, Dreamweaver CS4?

I tried uninstalling Site Assist Pro extension and re-installing.
If you create a site and name it whatever in Manage new site, then you can run the Site Assist Wizard.

You need to create a new page and save it to the site and have that open in Dreamweaver before running the site assist wizard.

Once you have created a site using the site assist wizard, you will need to create a new Dreamweaver site definition, create a new page and save it to the new site and have that open in Dreamweaver, you will then be able to create a new site Assist Site in the new Dreamweaver Site.
