Invalid character error

My luck must be running out. I designed an entire site with UE with no problems what so ever but this site is kicking my but I keep getting this message

Microsoft VBScript compilation error '800a0408'

Invalid character

/new/raftingfamily.asp, line 2

function WA_Universal_Email_1_SendMail(RecipientEmail) {

So I thought I might have manually messed up the code so I went and removed the UE server behavior and set it up again with the same problem.

The line of code on line 2 is

<!--#include file="WA_Universal_Email/MailFormatting_JS.asp" -->

what I am doing wrong?
