Rotating Images - sometimes works sometimes does not

One installation of the gallery I have done is having issues with rotating images in the Manage Images section. Sometimes it will just do nothing. Sometimes it will rotate 180deg when it should be 90deg. Sometimes it seems to work fine. Haven't seen a pattern yet, except when a image is not working it will continue to not work.

When it is not working at all, when you click a rotate button, it just blinks unlike having the spinning wheel when it is working to rotate the image.

Any suggestions on where to look for the fix?

When it just blinks and you save it like that, does it save it at the correct orientation or does it save it at the original orientation?

Have you set up other PowerGalleries on the same host with different results?
