I can't make a a rule like this work.

This is a limitation in the Security Assist Access Rules Manager. You cannot use recordset values in Security Assist Rules. For this type of rule, you will need to use the Search For Boss show region utility.
If you have Search for BOSS installed, go to the server behaviors panel and click the plus button, then select Utilities -> Show Region Utility
Does it compare session values.
Is it in any way safer than 'Show Region'
both the Security Assist Access Rules Manager and the show region Utility will use session variables.
The show region utility is not used for security, it is for creating an if statement.
The Show region behavior in security assist basically turns your access rules into If Statements. in reality they are both doing the same thing.
