Can one use UE to send an email while simotaniously sending that same email content to the database using ONE email form?

Yes, On the To Tab, you can add recordset loop and a static address.

I don't know exactly what you mean by a recordset 'loop'. Do you mean one of the column in the database table from the Bindings Panel. Please explain or show me what the recordset loop would look like in the 'TO:' field. Thanks!

I am attaching a screen shoot that shows the Universal Email To Tab configured to use a recordset loop and an entered value.
