PowerGallery™ Installation Wizard
Step 1 of 6

This Server Diagnostic Check analyzes your server to ensure that the necessary permissions and settings are enabled for PowerGallery to work properly.

File Permissions
Files and directories cannot be created. Verify your powergallery directory has write permissions.

I am getting the last of the four as above. This stops me from going any futher. We have set all the administration functions. Is there a special way powergallery directory can be granted write permissions? Please be specific and complete in your answer as 48 hour is a long time to wait.

Give you main powergallery 777 (full read/write permissions) and that should fix it. You can do that using an FTP program or your control panel provided by your host.

could it have something to do with 32bit as we are 64bit?

64bit or 32bit shoudn't be an issue afaik. It would be worth contacting your hosting provider to see if they have something confgured to not allow the web server to write to directories for your account. Full permissions on the directory has worked for all other cases I'd tried, so my only guess is something in the way your server is confgured specifically blocking creating new files/directories.

Justin, this is what my IT guy says as we host our own website.
Norm,
Tell Justin this:
The server is a 2008 windows IIS 7. The PSP 5.2 is installed and the IIS anonymous user has full control of the C:\inetpub\wwwroot\PowerGallery100 directory. That directory is a virtual directory on the IIS server, with pass through rights. This setup works for the IssueTrak program. It allows the users to create in the directory to write issues.
By doing this, anyone can login and write to your directory.

Is there a lockdown feature to this program?

My guess is it could be something to do with it being a virtual directory. I will talk to a few people and see if they have any ideas.

my IT guy sent me this commet,
Look at the server, The program wants MySQL, which is a linux server application. We are using a real SQL server.

does this have anything to do with it?

That shouldn't affect the file permissions, but that is definitely a separate issue. PowerGallery only works with a MySQL database version 4 or greater (i'd recommend 5.1 or the newest). MySQL is freely available for windows however, so you would just need to install it.
