Hi: We are only charges sales tax for Maryland residence who are ordering from our online store. We don't charge tax for all orders from non-Maryland residence. How can we create this rule with eCart? Please help. Thank you.

Store the state selection from the checkout page as a session variable (probably already done for you on the confirm page). Then create a rule that checks to see if the value of that session variable matches the state in which you want tax added. Base the tax on a mulitple of the subtotal and enter the associated tax rate.
