Email verification not working

Email verification not working

I am having several issues with email verification. I have read through all of the posts and downloaded the patch and I still cannot get verification.

Here is a list of the issues:
1. Some verification keys are NULL. I can't determine why some are NULL or where these are set at.
2. In the users_profile.php. When I click the verify button, no email is sent to the user's email. However, I put an email address in the CC and BCC address fields and the verification will go there, but not to the user's email address. So I know it is not in the email server settings.

I do use local checkout and Paypal checkout if that helps. I don't seem to get a verification from these either, but I have not put the BCC or CC emails in that process to check. I have only put it in the user's profile. Also, if I hard code my email address in to the Recipient email variable, I get the verification email.

Update-

I have determined that if a customer pays with Paypal, a verification code is not generated. These are the users that I have with a NULL verification code.
