Can eCart operate in this scenario?

"A shopper selects their items online and once happy with their order, proceeds to the checkout. This shopper is a lady who does not wish to enter her credit card details online and would prefer the lovely shop assistant to phone her, comfirm that yes, her order can be filled and could she please provide her credit card details over the phone where it can be processed through the cash registers as normal. The order will indeed be picked up in person."

I do need eCart to work with DataAssist and Universal Email. eCart may aso be used in the future for online credit card transactions when my client is comfortable with technology, her bank and her suppliers keeping stock at the ready. This is her dipping her toes in the water when it comes to selling online...

The software sounds amazing, I just need to confim it will work with offline transactions before I buy it.

Yes, you can use the checkout wizard to create the checkout pages.

Select Authorize.net as the payment gateway, and enter bogus information. Do not select the option to include paypal express checkout. once the pages are created, go to the conform page, in the Server Behaviors list, select the Local Checkout Server behavior and remove it.
