I've seen this message before when too many extensions are installed.
From what I remember about this error it has to do with the size of the menus.xml file. I think it may be only in DW8 and CS3 but this file can become too large and will not allow any more to be added when new extensions are installed.
The fix unfortunately would be to either try removing some of the extensions you have installed or delete your configuration folder which would have the effect of removing the installed extensions. If you install all of the same extensions again you will likely get the same error. Here is a link to a post about deleting the config folder:

I deleted all extensions and tried again and I still get the same message. I can install other extensions fine
Sometimes when I hit a brick wall like this I ...
- uninstall all WA extensions
- completely clear DW and WA chache files
- reinstall the extensions, starting with the brick wall
Warning: this can take up several hours.
If up-time is critical to you then this is a case for having a 2nd machine with your full DW environment setup and ready to go, or for having your workstation lean and take regular partition copies to allow quick restore to a fully working condition.
Hope that helps.
This is an issue that I have heard about but not experienced myself. The fix should be to delete the configuration folder, then remove the extension left overs from the extension manager. Deleting the configuration folder should also delete the menu file that is giving you the error.
After you do this you should try deleting the cache file and then restarting your machine. This should leave you with a Dreamweaver that has no extensions in it and allow you to install more extensions. When you install them you should start with Security Assist.
Eric, thanks. Is that a general rule that Security Assist should be installed first? I do feel that the order/versions of installations has an effect on the stability of WA extensions, which of course is to be expected. Any recommendations as to what are the "fraglile" products? Thanks ;)
Starting with Security Assist is not always the way to go, just in this case as a test of the installation by itself. There is no recommended list for the order of installing the extensions, generally speaking I just try to install the extensions in the order they were released and do not experience any errors doing it this way. If you are prompted to replace any existing files you should select yes to all. Let us know if you have a specific conflict that causes you problems so we can look into it further.
