...code that is locked by a template or translator. Error?

Hello all,
I'm not using templates at all, but I receive ther error message "...code that is locked by a template or translator. Your editing will be rejected (translated from italian; not sure it's correct)".
I trying to add a simple CallJS behaviour to the Body tag but I get this message and I can't add it using the DW behaviour window.
How can I solve?
I can add the code manually, but I would like to know what is causing the problem.
I already cleared the DW cache.

Hi Ray,
after some work on the page the error disappeared.
I really don't know why.
Is there a place to look at, in the code?
I'll be back here when the problem re-occurs.

Usually it would mean there is a template comment in the code. If it happens again, include the file in a post and I can reproduce and figure out the issue.
