Adding surcharge when minimum net order is not met

Hi, how do I add a surcharge when a certain net value for the entire order is not met?

Is it possible to base that charge on the user's location based on what is entered as the shipping address?
ATM, the confirm page is set up to forward to shipping location based confirm pages.

I would also like to show the surcharge in the cart or the confirm page with a note that the minimum order was not met.

You should be able to set up a charge in the cart that is based on the session variable set with the shipping country that adds a surcharge based on total cart contents value.

Hi Ray, I was able to implement the change (not live yet).

I need to make another change. For certain countries (confirm_europe.php and confirm_international.php), I would like to disable the submit buttons for order or quote if the order's net value is below 20 Euros. I didn't find anything in that regard in the cart object.

I can hide the button, but I would rather disable it and add a message.

UPDATE: I did get it to work. It isn't pretty, but it's working.
