Additional insert for yesterday's page that we worked on

I have one more insert to add to the page we worked on yesterday.

After Line 55, I want to store the new record_number (from line 49) into a variable.

Then insert a new record into the PORC_decisions table with PORC_decisions.record_number equal to the new variable and PORC_decisions.ebird_expedited equal to 1.
