Are the following form items required for functions including the spinner

<form enctype="multipart/form-data" class="Basic_Default" id="Update_Basic_Default" name="Update_Basic_Default" method="post" action="">
What function does this have: enctype="multipart/form-data" ?
Is this class Basic_Default required for the spinner?
What function does the id and name Update_Basic_Default have?
Thank you in advance
