Getting error after deleting the WinFileCache*****.dat file.

HI. Im running dreamweaver CS6 on a windows 10. My dreamweaver was running very slow so I deleted the WinFileCache********.dat file. Done this in the past with no issue. All else was running fine. I have the webassist package installed (but not using on the proejct) in my Dreamweaver CS6. Utilizing the ecard 5.0 and dataassist 208. After deleting the WinFileCache*******.dat file which regenerates, I keep receiving the following error regarding webassist everytime I need to save. Keep in mind Im not using the webassist on this particular project. I had also kept the old WinCachfile and placed that back that did not work and I even did a system restore hoping it would resolve the error but it did not.
ERROR SEE ATTACHED

I dont see the attachment so I will type out the error:
The following translators were not loaded due to errors: The following javascript error(s) occurred:
Unable to open script file ?C/Program files (x86)\Adobe\Adobe Dreamweaver CS6\Configuration|\WebAssist\DocumentEncoding.js" (error 3)

Please reply with your phone number in the private area and I'll call you to do screen sharing and figure out what is going on. It looks like the installer isn't working properly. Did you have Dreamweaver closed before you deleted the winfilecache .dat file? It won't work if Dreamweaver isn't closed first.
