can you tell me how create dynamic multilevel parent/child navbar using Webassist MySQLi Server Behaviors

You can usually just use recordsets and repeat regions to update any menu system to a dynamic one.

It looks ok to me, Must be something I can't spot. What submenu isn't showing? It could be the recordset isn't returning the results you expect, or a typo or mismatch in the tags. The technique you are using looks correct.
