shipping displayed added custom add cart question

I have a (eCart) page in which the checkout does not calculate add the shipping line when pressing 'Shipping Same as Billing' even though I can see on a var_dump that a it successfully communicates with UPS and has a value. The page is custom made where I copied the server behaviors needed to go thru same checkout as the eCart. Everything has been working but the shipping is not added. I can give you all the info if you need it but maybe you can tell me what I could be missing so I can find it. (from line number 198 to 234 (the Add to Cart function)).

There is too much custom code for me to dig through and find the issue. I'd have to debug this with you in a premier support screen sharing session in order to track it down.
