using datepicker offline

Creating a few pages on an intranet with no internet access.

If I want to use datepicker, Can I replace the following with local library files, and if so which?

<script src="//ajax.googleapis.com/ajax/libs/jquery/1/jquery.min.js"></script>
<script src="//ajax.googleapis.com/ajax/libs/jqueryui/1/jquery-ui.min.js"></script>

Yes. Just copy and paste the src url into your browser and choose File->Save As to save a local copy. Then update the paths to point to the local version of the files.
