None of the site was taking on responsive design. I updated the theme and that resolved the issue.

Can you expand on "updated the theme" solution? Steps?

I think she meant she went to the admin and changed the theme there.. that would cause it to update to the latest version which has responsive components.

Ah... I do recall various themes now. However, on all three active carts, I've stripped out the themes to just the one I was using, and they aren't the responsive one. I downloaded the cart again but themes must happen on installation. Is it possible to zip the responsive theme and then I can upload to see if that will work? What is weird is that when pulling screen narrow, the carts do go to responsive, ie collapsed menus, but on iphone, they do not respond.

Never mind. I found out what to do.

theme>templates>page.dwt.php add viewpoint in header

Thank you Patrice for sharing! I just added that code to my head tag on a theme that was not responsive and that resolved the issue.
