Adding PHP Code and Include another PHP page

I have a two part question. How do I add PHP code to the body of a HTMLEditor form? Something simple like getting a url parameter and then echoing it.
And two how do I embed another php page like contact.php which has all the code for sending a message and storing the data in the database.

We would probably have to work on something like this in a premier support ticket. There is no easy way to do it without custom coding.
