I'm not sure exactly what you are asking for. Usually if you want a comment associated with a user you would:

1) Require the user to log in
2) save the user ID during log in
3) insert the ID of the user with the comment into the comments table

I have created an admin, insert, update, detail, search, results and search page. I want when I search and select a user, to be able to add comments of a discussion I had with the user. so every time I communicate with the user, I can add a new discussion. Then, If I check the user's record, I can see all the communications I had with him/her.
Hope this helps you to understand what I want to achieve.
Looking forward to your reply with instructions on how to do this.
Thanks
Please note that I have also added:
Comments_detail.php
Comments_insert.php
Comments_search.php
Comments_update.php
too on my site.
just need to create the link and display the related comments on the user's record.
I have attached a diagram.

You can pass the user ID to the page where you want to insert the comment using the url like: insert_comment.php?userID=3

Then insert the userID into the comments table with the comment. Just add a CommentForUser column to your comments table and insert the user ID there.
