Strange Recordset Behavior


I have two different pages setup that pull the client's company name (Time Management > Log Time and Time Management > Search)
One recordset shows Price CPA (Log time) and the other does not (Search) and for the life of me I cannot figure out why.

The times_Search.php page looks for records where active = 'active' and where active <> 'active'... that won't return results for rows where the active column is NULL.

The Price CPA record has a NULL value for the active column. I've updated it to include the NULL active values in the inactive category. You can see the query I changed on line 48.
