What code are you using to display that? Is it from a recordset?
It is from a recordset, it's one of the field values that is being inserted into a CSV file

Try:
$time_services = preg_replace("/\n\s+\n\r/", " ", $rsSERVICES->getColumnVal('pub_name',false));
That will turn off the encoding that is done automatically so you don't need to unencode it.
Then try:
$time_services = preg_replace("/\n\s+\n\r/", " ", html_entity_decode($rsSERVICES->getColumnVal('pub_name',false)));
No cigar. That didn't work either. Crazy thing is it worked when it was in php 5...
