OK so I got most of what we went over however the most important part I missed. I created the plugin, got no error on the page, but how do I make it display only the records from that the selected recordset?

On the plugin page you just add a filter to the recordset to filter based on the parent form element from your main page. The form from the main page will be submitted to the plugin page, so you can use the form it is in to filter its value.
I have no idea what I'm doing wrong
1) Your form was type "POST" and you were filtering with "GET"
2) You had a multi-select list, so you need to use an integer list type parameter and the IN comparison
3) You didn't wrap your plugin in a span or div with an ID attribute
4) You didn't apply the client behavior "Load Plugin to Div"
Once I fixed those things your page now works.
I found the client behavior "Load Plugin to Div" but don' know how to apply it. What needs to be selected in order to apply it?
You have to select the parent select list that you want to update the child when changed.
There is another one I created on this same page "Please select the media type" and I'm getting no results. I was sure I had it. :(
Two issues:
1) You had a multiselect list, so it's name has to end with [] like: name="type[]"
2) Your recordset filter had WHERE media.id IN (?), but you are passing the type, so it should be: media.type IN (?)
I thought for sure I had this one this time. :(
You haven't populated your select list from the recordset on your plugin page.
