Shipping rate displaying in cart before filling out checkout form

The shipping rate is displaying in the cart before user fills out checkout form. Should the Shipping Rule be checking whether a shipping country session value exists? And how exactly should that be done in the shipping rules?

What is your shipping set to? Is it based on state? If so, it probably wouldn't show in the cart until checkout unless the user is checking out for a second time and it already knows the state.

If you don't want it to show you can just delete that line from the cart display and use the Subtotal line in place of the total.

The shipping is based on weight and destination. Shouldn't this be based on a session value? Why would the cart be calculating shipping without a destination? Why delete the shipping line from the cart?

If it is set up correctly it wouldn't show if the session variable wasn't set. However the session variable would be set if you had checked out previously and the session variable was already saved once.

You could delete the shipping line from the cart display page if you didn't want the shipping displayed even when the session variable was set.

You add a condition to the shipping so that it only displays when the state session variable is set.

What about international? This is crazy. I'll just wait until I can afford to have someone look at it.

You could set a session variable with the country and set up a shipping rule so that it didn't charge the international rate unless that variable was set and did not equal "US"
