Incorrect or no postage being passed to Paypal

Having an issue on a site where I have several shipping rules set up for UK, EU and Rest of World. Postage cost for one book within the UK is £2.99, ROW is £10.40. The correct shipping amount is shown in the cart, but when you checkout, it has passed £10.40 shipping to Paypal. If I put multiple items in the cart, no shipping amount is passed to Paypal at all although rules are set up for this. Can you help?

It looks like the UserCountry field in your users table has the country stored as "United Kingdom" instead of "GB".

That is throwing off your shipping rules which are based on the country code. I think if you update your users table to store the country code instead of the country name it will fix this problem.
