shipping costs based on percentage of total cost

I currently have a rule for local customers that only charges them shipping for orders depending on what part of the country they are in, North Island or South Island of New Zealand.
I want to add a rule to cover all international customers that charges them a percentage of the cost of their order.

e.g. If Total cost = $210 then the shipping would be $210 + (33% of 210= $69.30) = $279.30 can I do this and if so how.

Yes, you should be able to create a rule to do that. Just check that the country session is set and that the value isn't from one of the other covered countries. Then do a shipping charge based on a multiple of the cart total.
