Help with Custom Shipping Rules

How would I go about the following?

up to and including 1pound , 7.99, / over 1 pound to 16 pounds 9.99 / over 16 pounds to 40 pounds 14.99 / over 40 pounds 24.99

Just add them as 4 separate shipping rules.

1st rule:
Subtotal of column "TotalWeight" <= 1
Flat rate: 7.99

2nd rule
Subtotal of column TotalWeight >1
and
Subtotal of column TotalWeight <=16
Flat Rate Charge of: 9.99

and so on...
