Checkout - Remove Default US State Dropdown

Is it possible to hide the US states drop-down on the checkout page be default, showing a text box instead. We are only selling to Ireland and UK.

Yes... you should be able to remove all of the other countries from the countries list and then just remove the select list for states and replace it with an input text field with the same name attribute.
