Checkout "State" dropdown

I need to create different tax rates for different Canadian provinces. I was hoping to use the State field as input for this purpose. My issue is that when Canada is selected the dropdown field becomes an input. I've looked in many places but don't see where this is down in the code within checkout.php.

I've made the necessary updates so that Canada provinces show in a select list.

Looks like I spoke prematurely. With the change made the site no longer proceeds to asking for credit card info when CONTINUE is selected.

I tried a few times and this is what is happening.

If the first country I select is Canada then regardless of the province I select the checkout will not continue to the credit card info.

If I then select United States and a state (say Florida), then it will immediately ask for credit card info.

If then I choose "change address" and select Canada and any province, it will proceed however it will still maintain the selected stated (ie Florida) within the address rather than updating it to the selected province.

OK I think I fixed that now... please try again.

You should download the files I updated: pay/checkout.php and webassist/ecart/checkout/js/paymentoptions.js
