Is there a tool that I can use to make the user/owner of a website they paid me to build, can be the webmaster of their own website after it is delivered to them??? I don't want to be the one doing future updates for them. Please help anyone.

I don't really understand the question.

I think if you have them sign up for a hosting account and give you the FTP information, then you can just upload the site to their server and they will have control over it at that point.

The delivery is done by uploading website to customer preferred hosting service. As you are probably familiar --- some have GUI editor, which if true will work better for most customers, and some have "text" editors which most customer will not be comfortable working with.

I thought there was a tool that webassist had way back and I think I bought it and as in most cases I never used it --- something CMR or so.

Yes, PowerCMS builder is included in Design Extender. It would allow you to create editable areas on your site that your customer could update directly without having to contact you.
