Fatal Error not fixing after adding php.ini file as well.

Error is : Fatal error: Allowed memory size of 67108864 bytes exhausted (tried to allocate 18432 bytes) in /home/content/39/10368039/html/webgen/wellmark/webassist/file_manipulation/helperphp.php on line 907

Error is appearing while uploading heavy file.
i added php.ini (same file attached here)
still error is appearing.

Add a blank page to your site with just:

<?php
phpinfo();
?>

Then view the page. Make sure you are updating the correct active php.ini file that will be listed on the page. Also check that the memory_limit is being updated (it will also be listed).
