connection error in pp_confirm.php

When I complete my transaction in the sandbox the pp_confirm.php returns:
Warning: mysql_pconnect(): Access denied for user 'montan37_cartmgr'@'localhost' (using password: YES) in /home/montan37/public_html/montana.usawest.net/Connections/cart_conn.php on line 11

Fatal error: Access denied for user 'montan37_cartmgr'@'localhost' (using password: YES) in /home/montan37/public_html/montana.usawest.net/Connections/cart_conn.php on line 11

Obviously the connection worked fine when I created the page in the checkout wizard so why should it fail at runtime?

I've included the pp_confirm.php that was uploaded to the site.

The error means that the MySQL server is not accepting the connection details for the database.

If you are not sure of the correct connection details to use for connecting to the database, or you are sure that you are using the correct information and it is still not working, you should contact the host for help.

Jason,
An FYI

I did contact my host and come to find out that the connection info was not the issue. What was the issue was my PW had $ in it and that confused the processor as it began looking for a php variable. Two ways to correct. One, surround the php in single quotes instead of double quotes. Two, change the PW. I chose the latter as I don't want to have to always modify the php that ecart is writing.
