Several others, including myself, are experiencing this issue.
The WA server that handles the validation for activation codes must be down. Their extensions are trying to "phone home" but it can't and until they address it (if that's what is happening) nothing you do with work.

We fixed the issue with activation on Sunday evening, the activation server should be back up.
When I logged into Webassist this morning and reset activations in eCart and opened my page in Dreamweaver cc 2015 its still greyed out.
Are there other steps I am missing?

You have to have a .php page open and you have to have a site defined in Dreamweaver with the .php page you have opened saved into the site folder.
