Extra shipping rule over rules

I have two rules for shipping: SubTotal of items <=99.99 with flate rate $10 and SubTotal of items >=100.00 with flate rate $0. This working fine.
But I need extra rule over this rules - if I have brand shipping flate rate is $0 regardless of the first rule (SubTotal of items <=99.99 with flate rate $10).

If I have a specific brand in ecart (for example Adidas product) setup shipping flate rate to $0 - regardless of other rules.

just to make sure i understand correctly:

you want to have shipping apply only if the cart subtotal is <= 99 AND there are no Adidas items in the cart

So the cart could have
Item 1 - Brand = Adidas, price = 45.00
Item 2 - Brand = Nike, Price = 45.00

and no shipping would apply since theres an Adidas item?

Yes - if ecart have any Adidas product shipping flate rate is $0.
In eCart objest I have column ebrand (Number). Shipping rule is in attachment. Ebrand == 1 is Adidas.

so change the shipping rule:
SubTotal of items <=99.99 with flate rate $10


to:
SubTotal of items <=99.99

AND
"Number of items with a specific column value"
If the number of items where "brand' has a value of "1" is "0"

with flate rate $10

Now I need complex combination for shipping.

SubTotal of items <=99.99 with flate rate $10 and "brand' has a value of "1" is "0" (Adidas id 1) and "brand' has a value of "2" is "0" (Puma - id 2) and "category'' has a value of "1" is "0" (soccer - id 1) and "category' has a value of "2" is "0" (basketball - id 2).

In other words: flate rate is $10 for products not from Adidas soccer, Adidas basketball, Puma soccer and Puma basketball.

a better strategy would be to add a column to mark items that will have shipping applied.

for example sake, call the column shippable.

in tha add to cart button, set the value to 1 if it should remove the shipping and 0 if it should not, then use that column in the shipping rule.
