Issue with the subject line: I am getting messed up subject lines when I send a preview of a mailing

here is an example: NCB-DBA 2015 “Let’s Talk”

That should read NCB-DBA 2015 "Let's Talk"

Any ideas why that's happening?

it looks like you may have copied that out of word or another word processor.

When using a word processor like word, it will usually convert double quotes to left and right slanted quotes rather than standard text double quotes, that can cause it to get converted to the strange characters you are seeing.

instead of copying out of a word processor, type the subject directly to make sure it is using standard quote characters instead of the slanted ones.
