Custom Toolbar and Edit Source Toolbar

I have created a custom toolbar and set the values for "Admin Toolbar" and "Inline Toolbar" to use it. The problem I have is that if you click on "Edit Source" in the inline editor, the resultant popup window uses a full toolbar not the custom one I have created. I can't seem to find where this toolbar is set.

Ok, that is controlled in WA_CMS.js on line 205:
toolbar: pcms_toolbars["full"],

it is set to 'full', but you can change it to use a different toolbar manually.
