Having an issue with authorizeNet

I am using DWCC 2014.1 and eCart 6.10 on a Win7 machine

I used the checkout wizard to to create the checkout pages. When running a test transaction, I receive the following errors:



Your transaction could not be completed.

Response Code: 3
Response Subcode: 2
Response Reason Code: 13
Response Reason Text: The merchant login ID or password is invalid or the account is inactive.

I have confirmed the API login and Transaction key. Authorize.net is telling me everything is setup correctly on their end.

It appears as though the data is not being saved properly. When I open the server behavior on the confirm page, the API login and transaction key are blank.

Anyone know what could be causing this?
