Cookie Bar not working on Basket Page

I've been adding the following to the website:

<link rel="stylesheet" href="jquery.cookiebar.css" type="text/css" />
<script type="text/javascript" src="scripts/jquery.cookiebar.js"></script>
<script type="text/javascript">
<script type="text/javascript">
(i[r].q=i[r].q||[]).push(arguments)},i[r].l=1*new Date();a=s.createElement(o),

ga('create', 'ANALYTICSID', '');
ga('send', 'pageview');

This requires a jQuery reference too, which I'm adding as:
<script type="text/javascript" src="ScriptLibrary/jquery-latest.pack.js"></script> the head section.

This is working on most pages but on our basket page, which has this at the bottom of the page, it doesn't:
<script src="//"></script>
<script src="//"></script>

I'm assuming this is a conflict with the jQuery references. How can I resolve this without wrecking eCart?

I think it should work if you move the google jQuery reference:
<script src="//"></script>
<script src="//"></script>

to the top of the page and don't add the ScriptLibrary/jquery-latest.pack.js reference:
<script type="text/javascript" src="ScriptLibrary/jquery-latest.pack.js"></script>

that one is attaching jQuery v1.10.2, whereas the library is jQuery v1.11.1
