When changing user from 'User' to 'Administrator' validation error

Hi
This happened earlier today and I thought I had done something to corrupt the site as I was customising it.
Decided to start again with clean database and clean install.

When I try to change a user, and there is only one currently, from a 'User' to an 'Administrator' it throws up an error that I need to enter a first name.
This validation error appears next to the password field, and the password is visible, therefore I can't update the user.

Also when I filled in the registration form I put UK as the country but on this update form it appears as Afganistan.
