Setting up tax for 1 state

Greetings I am setting up a tax rate for CA but I dont the CA tax rate to apply to other states in the ecart1_PHP file i have this code

if (true && (((isset($_SESSION['eCartCheckoutForm_state_province'])?$_SESSION['eCartCheckoutForm_state_province']:"") != "CA"))) {

and it give me the tax rate but when I change it to this

if (true && (((isset($_SESSION['eCartCheckoutForm_state_province'])?$_SESSION['eCartCheckoutForm_state_province']:"") == "CA"))) {

or even this

if (true && (($this->GetTaxableTotal() > 0) && ((isset($_SESSION['WASF_CheckoutWizard_Basic_Default']['State'])?$_SESSION['WASF_CheckoutWizard_Basic_Default']['State']:"") == "CA"))) {

it hides the tax field no matter what and i get nothing added to the Grand Total section. It also doesnt presist to the checkout page as well

a var_dump of the session shows the state is in a session named:
[WASF_CheckoutWizard_NewFromBlank_Default']['State']

so the code for the trigger rule should be:
if (true && (($this->GetTaxableTotal() > 0) && ((isset($_SESSION['WASF_CheckoutWizard_NewFromBlank_Default']['State'])?$_SESSION['WASF_CheckoutWizard_NewFromBlank_Default']['State']:"") == "CA"))) {

ok it worked but what i had to do was throw away the WA_eCart folder and rebuild the cart from scratch and add the rules back in.
